Hardship Deferments for Energy Service
With the recent dissolution of the federal Low Income Home Energy Assistance Program (LIHEAP), many Californians are struggling with energy bill payments. This bill would have made ratepayers eligible for deferment of payment for their energy bills by three months when facing certain hardships, such as a death in the family or employment loss. In tandem with California's other ratepayer assistance programs, SB 636 would have provided flexibility for ratepayers during unavoidable crises.
