Undermining South Coast Air Quality Management District’s Port Rule

This bill would have undermined ongoing development of an air quality rule (PR 2304) at the South Coast Air Quality Management District (SCAQMD) aimed at lowering emissions from ports, the largest fixed source in the region. Though now weakened to a voluntary measure, the bill threatened progress toward meeting state and federal air quality standards.
